Program:

Creation and submission to the Howard County government of a new Downtown Columbia Master Plan and Zoning Regulation Amendment to govern the redevelopment of 391 acres in the central business district of Columbia Maryland. Guided by 5 years of public and County hearings, meetings and work sessions, the 800 page submission document includes a General Plan Amendment, Generalized Traffic Study, Design Guidelines, a Sustainability Framework program, Environmental Restoration program, amendments to the Adequate Public Facilities Ordinance and a Zoning Regulation Amendment. The submission will result in a legislative Bill to be introduced by the County Council in the fall of 2009. The development program creates 265 acres of mixed use vertical development including entitlement for 5,500 dwelling units, 1.25 million sf of retail, 4.3 million sf of office and 640 hotel rooms.

Services:

Program management including design team and submission document oversight and organization. Coordination of public, Planning Board and Council presentations and supplemental documentation. Technical program overview and management including project phasing, density calculations, use types, design guidelines, public amenities and programs, infrastructure, project modeling and land use assumptions.
